KC prepares for onslaught of fans for Big 12 basketball tournaments

By KEVIN COLLISON

The Kansas City Star

Opening ceremonies last week for the Kansas City Power & Light District featured lasers and fireworks. Big crowds are expected there this week for the Big 12 basketball tournaments.

The Big 12 championships return to Kansas City this week, thanks to the new Sprint Center, the centerpiece of a multibillion-dollar bet on reviving a once-moribund downtown.

Downtown is prepped for a party.

Between the cavernous tents, free activities, and new bars and restaurants in and around the Kansas City Power & Light District, organizers think basketball buffs should enjoy themselves whether or not they have tickets to the men’s games in the Sprint Center or the women’s tournament in Municipal Auditorium.

Combined, the two tournaments run Tuesday through Sunday. The men’s event is sold out, but tickets remain for the women’s competition.

The championship event is expected to attract 35,000 out-of-town visitors to Kansas City, with an economic impact estimated at $15 million, marking one of the most significant paybacks so far on billions of dollars in recent downtown redevelopment projects.

“When you think of the College Basketball Experience, a world-class entertainment district and everything else, it’ll be something for fans to see, particularly compared to what they were used to with Kemper Arena and Municipal Auditorium,” said Kevin Gray, president of the Kansas City Sports Commission.

“Over the years we’ve had to manufacture things for fans to do. Now this will be a major-league, big-city atmosphere.”

For decades Kansas City had a lock on the basketball tournament. But in 1999 the city was stunned when the Big 12 Conference announced Dallas would host the event in 2003 and 2004. It was in Oklahoma City last year.

Nobody said it publicly, but the message was clear — Kemper Arena and its West Bottoms environs were no longer up to snuff. Dallas and Oklahoma City had shiny new arenas, plus cool downtown entertainment districts — the West End in Dallas and Bricktown in Oklahoma City.

That Big 12 brush-off led to a determined campaign led by the mayor at that time, Kay Barnes, to replace Kemper Arena, an effort that culminated in August 2004 when city voters approved the hotel and rental car fee funding package for the $276 million Sprint Center, which opened in October.

Armed with that arena approval, local civic leaders won back the tournament this year, and in 2010 and 2011.

An extra sweetener was the adjacent multiblock entertainment district being developed by the Cordish Co. that fills much of the area between the Sprint Center and Municipal Auditorium. The vision pitched was for a Big 12 festival village where fans could wander and be entertained between the men’s and women’s games.

Although the arena was completed on time, the Cordish schedule has lagged.

The Baltimore-based developer had promised that the core four blocks would be ready by now, but only 14 bars and restaurants will be open for the tournament, most of them in the Kansas City Live block immediately across Grand Boulevard from the Sprint Center. Under the terms of its development agreement, Cordish must complete the project by the end of January 2009.

“Over the next nine months we will be announcing remaining tenants and opening new venues on a regular basis,” said Blake Cordish, vice president of the firm.

The city has a big stake in the success of the Power & Light District, which is supported by a wide variety of local and state tax incentives.

The city has issued about $300 million in bonds to support the planned $850 million district. Those bonds are to be repaid by taxes generated by the project. If the Power & Light District falls short of revenue projections, the city may be on the hook to fill the financing gap.
